Yes! Felicity is walking but she is not very happy because she just broke up with oliver.

The episode also features a female character based in Detroit and goes by the name vixen who possess' a magic totem. She helps oliver track William his son and destroys Dark's source of magic. Now Dark has no power,we don't know if this is permanent. When this is all over and William is recovered ,Felicity tells Oliver she wants to break up and returns his ring, this is when she realises the chip implanted in her spine actually works and she can move her leg. She walks out of the place sad. Seems she wouldn't be needing her wheelchair much again. Which brings me to the question why the CEO of a billionaire tech company is not using a motorised wheel chair,even the bad guy Dark suggested this in this episode.
Dark may have been apprehended after triggering the break up of oliver and Felicity. But i don't think he has caused them enough pain. Remember at the grave yard, Felicity making oliver a promise to kill him, makes you wonder what could he have done that made Felicity sound that violent. Our precious Felicity that always sees good.
